What normally happens is the valve gets clogged up with soot and sticks open. This can cause low boost conditions as well as a rough idle and funny idle noises in some cases of the valve blowing open at an idle. The EGR valve can open at ANY time the engine is running at normal engine temps, not just at an idle. The best otpion is to block it, but you can also remove the EGR valve and clean it with engine degreaser(A friend of mine swears by oven cleaner to clean them when they are really gunked up). Also make sure it is running the latest flash available from GM as the latest flash for them specifically adresses the EGR valve issue with them sooting up and it adds in an EGR cleaning cycle to help avoid it from happening again.
